Does the fuel efficiency come at the expense of speed with the open rotor designs. Propeller driven aircraft, as I understand it, are limited to an airspeed of 400 kn or so because the propeller tips can not exceed the speed of sound. If it does, is the efficiency gain enough to offset the speed difference on longer flights.
RICO is a narrower statute. Extortion might be viable.

Many terrorists are only peripherally interested in an attack on the US because their political goals are local. Another issue is most terrorist groups are only effective if they can keep a tightly knit cadre that is difficult ot penetrate. This puts an effective upper limit on the size fo the group. If you get to large, you can not always properly vet new members and most governments will attack the group if it gets too large.

Defendants with weak cases will still fold but many with solid cases will stand their ground and win.
The trial lawyers know many can not afford the cost of a successful defence and indirectly use the legal fees as a form of extortion.
Its not always corruption. Many legally benefit from various government programs. The problem is often poorly designed programs taking a life of their own. Combine this with agencies whose original, primary statutory mission is long done but still linger and there is plenty of waste.
Many third party standards are include by reference in OSHA regulations. Also, the complete Code of Federal Regulations (CFR) is available online and can be downloaded. The downloads are normally done by "chapter" since most people are only interested the regulations from a couple of agencies.
Two suggestions for copyrights to return to the orgininal purpose in the US Constitution:

Note any fees charged should be nominal and an application can cover multiple works by the same creators such as songs, short stories, poems, and images.

Remaindering is part of the publishing business when unsold stock is discounted very sharply to clear the inventory.
As noted above, at the border freight gets consolidated and at sometime it can be inspected. The inspection may involve opening the package to verify contents, etc. So, it is quite possible that the NSA with other sleaze ball agencies are taking advantage of this "inspection". Cisco and UPS have no control of this, nor does any other company.
Given the average of the 9 Seniles, is this a hold-over from when the opinions would be released, errors corrected, then printed? My guess is the Seniles have not collectively grasped how easy it is to version control documents.
I think Schneier's point is expert cryptography is very difficult to execute even by the experts. If the terrorists were using expert level cryptography via readily available tools then the NSA has a very difficult time breaking the encryption. However, if they try to build their own tools to avoid any NSA backdoors, etc., it is likely they do not have the skills to do it correctly. The result will be pretty secure and probably not easy for to crack but it is not as strong as it could and thus more easily breakable by the NSA.
I would not call the terrorist stupid, more likely technically ignorant. I know enough about cryptography to know one needs to use the best available tools and should not be trying to build your own unless you are one of the true cryptography experts. But, explain this to lay person.
From what I saw on the news about Occupy groups was they were not particularly well organized or led. Also, many low-lifes took the opportunity to engage in some questionable if not criminal activities (breaking and entering, vandalism, etc.). But none of the problems are that unusual to any large gathering. There will be scum who try to use it as covering for their illicit activities and the gathering may disrupt residents lives by its physical presence. Neither of these is terrorism or a national security threat.
Presumably the Chinese used advanced techniques, 0-day exploits, and spear-phishing to gain entry. It is very likely these companies are using the best techniques. But one mistake, successful spear-phish can undo all the security measures.

The fact they were different vehicles should have alerted the dim-bulbs to visually verify the plate. It is possible for the plate to be stolen and put on another vehicle. But this is less likely than the plate was read incorrectly.
