If you are stating here that the necessity of an American citizen to become a criminal to make ends meet, is the public rebellion against the corporate regime running the USA today, methinks you may be missing something in the equation that reverses the whole notion of crime being a public strike against the machine.
Most crime in the US is regulated. The wealthy control the gangs and the lone wolves always end up joining or dying.
To become a successful criminal in the USA today, you will be working for the same people who own the factories you used to work in - the same people who make the laws and the same people who insured that you needed to become a crook just to pay your utility bills and feed your kids.
Its how the wealthy make minions.
Its a lot like how the wealthy wage war.
You cannot have a "good" war if you have a good economy, where your citizens are happy and prosperous and able to pay their bills and feed their kids.
However, if you drop your economy to the floor, your suddenly poor citizens will flock to your Army Recruitment centers by the thousands - just so they can pay their utility bills and feed their kids.
Its a very, very old and incredibly successful formulae.

In order to get the common American man and woman to realize they are under attack, it will be necessary for the wealthy to actually ride about in their limos and shoot white kids as they walk to or from school.
Until that day, the American Public will continue to dream the American dream while living the American nightmare.
As long as the wealthy keep telling folks that hard work will some day make them rich, while maintaining a societal system that literally prevents that very thing from happening, (unless the citizen is willing to take a second job as a criminal in the clandestine employ of the wealthy), the public will keep on reacting like a frog in a pot of water being slowly brought to a boil and do nothing at all until it is far too late.
The sad part is, as you said, the wealthy don't need to actually shoot white kids, since the system they have created kills them and their non-white neighbors by the hundreds every day without a shot being fired.
Sadder still, were you and I billionaires, we would likely be supporting the very same societal system that we are right now condemning. Money makes one crazy.

After all, since there are no consequences for any of these actions against the US public, there is absolutely no reason whatsoever to curtail, or slow down the process of blanket surveillance of citizens, or to control what is being done with the information thus gathered.

The members of Regime USA have already become drunk with power due to their immunity from prosecution, and the truckloads of cash they're siphoning out of the tax-payer's pocket, and they are eagerly seeking ways and means to escalate the process for even more fun and profit.
And why not?
After all, the US Public is once again, footing the entire bill.
Its the new American Way, brought to you via the Ownership Society, ushered in during the Dubya Bush Administration.
One's American-ness is measured by one's possessed wealth.
No money = person who is not an American citizen. No money = person with no American Civil rights.
Its the balance point for the other end of the spectrum.
Millionaire = American Citizen who can get out of jail free. Billionaire = American Citizen with a license to kill.
Since most Americans believe that they will some day become a millionaire or billionaire, there is absolutely no desire to change this national measuring-stick among the common people, and the mega-rich love the process as it is, so it is absolutely guaranteed to get worse over time, with absolutely no possibility of being changed, short of a national dissolution.
Stealing is only a crime if you NEED the thing you steal.
I can already hear the official rationale that will be forwarded if this case gets into the mainstream:

It is best to nip this kind of criminal behaviour in the bud."
Methinks you have just given the 1% the perfect incentive to insure that any legislation pertaining to access of the license plate archive data, will include strong wording about how the public MUST NOT EVER have access to the data and how any citizen utilizing any data from the archives must be summarily executed, or incarcerated indefinitely in an undisclosed location and tortured daily.
Goodness me, how absolutely publically enlightening it would be for everyone to know precisely where every single member of the government, the judiciary, law enforcement and the military spends their spare time.... why.... it would be downright... transparent!
