Isn't this more akin to a report for school? I'm not sure it would be appropriate for it to be published. And it is not public money it is the students who are not yet graduated.
First these are students and they are vulnerable to hate. If your speech is against an inalienable trait of someone else you will have to stay silent. You are expressing a valid argument.
See there are tests for this type of thing that follow common sense.
Second the student knew that this particular day was about tolerance. And decided to turn it into a day of confrontation by wearing the belt.
Third, and this is a hard one for libertarians to grasp since they have not experienced it themselves, but words can damage a person in a physical and mental way even if they do not harm themselves.
You do not have the right to harm others because they where born black or gay!
Dairy cows do not have horns because they are female.
Typically the males are used for studding or slaughtered. But they have their horns removed. It is not like a major undertaking. And the farms already do a massive amount of natural selection breeding. The lineage of every cow is tracked along with how much milk it produces and what the climate was like. They produce less when it is too hot.
If the video was taken down by youtube and not flagged via third party dmca then they don't have to repost it. The content id flagging is different possibly. But a court might see the content ids as a third party provided info and rule that these takedowns must be treated the same way.

They also track food and illness.
So this seems like a waste of time and money.
