It might make more sense to work that in the opposite direction: Regardless of how much funding one side has, they will be obligated (under insta-loss rules) to only use as much funding as the smaller player has available for their legal defense.
It won't be long enough there's a hole set of near-word curse words like "shiz" instead of shit, and "pigs" instead of cops--etc et al, you get the idea.
On the other claw, once could argue that most places on the universe/galaxy have very little gravity, and here we are, sitting on an abundant supply of natural occurring gravity, and all we do is whine about skinned knees and "it's hard to make it to orbit".
;-P
Sagging breasts though, that's a good idea. Let's outlaw gravity being able to affect breasts.
..."is disruptive to the government bureaucracy and many in Congress because it demands experimentation, data-driven analysis and actually listening to our users..."
Our Congress operates like a "too big to fail" monopoly entity and any good cynical realist must point out that that sort of thinking would end corruption. Therefore, not going to happen.
If by "compete with them" you mean "bully them into using patents again my any means necessary short of outright warfare" then yes! I agree completely.
