Obama and lots of people in congress owe the entertainment industry big for contributions to the elections, so this is just the entertainment industry demanding something for all the money they contributed. Nothing to do with IP or fairness or anything; it's simply payback for favors.
It's obvious that the studios are slipping money to the FCC under the table. Wonder how much they had to pay? The government agencies and congress are FAR more concerned with getting money, drugs, and hookers from anyone who will pay than taking care of the needs of voters. Voters are always at the bottom of the priority list. Will SOC stop piracy? Ha! This will encourage more people to go for torrents and probably also destroy the movie theaters, who probably can't match the studios in "gifts" to the FCC. Laws and rules now go in favor of the highest bidder.

any sane government official tries to hide who gives him bribes. The govt usually ignores what the courts tell them to do anyway. There's no way they will let the people find out who's providing their bribes, drugs, and hookers.
For the extensive financial support the media companies have given to the current politicians' election campaigns. Naturally they want something for all the billions they gave to the politicians who are now in office, so they are secretly demanding the ACTA. It's nothing more than payback. The politicians can't acknowledge that it's return for bribes. This is the best government money can buy! Since they can't find a real business model, pay the politicians in money, drugs, and hookers to make laws that "protect" their business model.
I remember reading that in the cell phone industry it costs more to keep customers than to get new ones. The cell phone industry is one that absolutely hates customers. For a demanding customer, they would much rather dump the customer and get a new one.

No one in his right mind is going to push back against organizations that can make you and/or your family disappear without a trace. The FBI is on their side, not your side.
don't give a flying fig if children die or live; their only purpose is to make money. Any corporation that markets a product like this would MUCH rather take in 10 million saving 500,000 children than take in 4 million and save 2 million children. All pharma companies do this as well.
