They (at least, the ones who pick the line and set the tone) know exactly what they are doing.

It sounds like this whole case was much less about some student's alleged "bad language" and "improper behaviour", than about those in authority being called out on their own behaviour -- and wanting to simply squelch such criticism, hard.
