Yes that's Twitch Plays Pokemon, but only in democracy mode. I'd just write that down as the author not fully understanding what was going on, or getting only a partial view of the event. But that's fine too.
To explain for those who don't know: Most of the time the twitch stream is in anarchy mode where the game takes in every command at once, with some latency of course. To get into democracy mode the stream needs a super majority.
It's not like many people actually BUY games older than 20 years now a days... And usually even if you wanted to, older games just aren't available to buy anymore. Unless the title was popular enough to be re-released or put up on GOG, you usually have to track down a used physical edition, which doesn't even pay to the publishers, let alone the people who actually created the game. The only recourse for most is emulators and cracked copies.
I dare someone to find me a legitimate unused copy of DuckTales: The Quest for Gold for sale.(DOS or Comodore 64 version, I don't care)
I won't hold my breath, because you can't. All that exist are emulators from third parties.
Which court will approve the data query though? If it's the FISA court then I don't see it as much of an improvement considering they're a glorified rubber stamp.
The conspiracy to hack already was a crime, but that's not the problem. The problem is that with the 4 words added to the law, the conspiracy to hack would be treated the same as if you had actually committed the crime.
