Define shutting down a park? They can clear it for health reasons but as soon as the health reasons are gone they must allow people back in (assuming this park is paid for by taxpayer dollars). If its a protest, then as long as it remains peaceful then no, they can't, not just on a hunch or random complaint.

Google charges sites 4 dollars for like every 1500 hits to their API if a site goes over 20k-30 hits per day... They don't do it just in France they do it all over...As far as I know, it has ALWAYS been that way.

The law, as written threatened Wikapedia (amongst others) and so it took a stand in a relatively neutral fasion. It simply warned people what could happen if the law was enacted and gave people a tool to use to notify their representatives on how they feel about the law for, or against. it didn't write the letter for you, it didn't call for you and give a recorded message to play on the phone assuming you got through. It in no way did anything to threaten it's neutral status. If what they did threatened their neutral status, then there is no such thing as neutrality and you have yourself to blame for thinking there was.
Defending yourself is not breaking any part of Neutrality.
Whitehouse.gov has a section for you to ask the president questions for his youtube after the state of the union address Q&A period. I asked him about this and I urge others to do it as well.

I will bet that when you click search it will filter out all the sites that could be blocked by the law and then a link to goto your real search page. just a theory.
