The technology, the infrastructure, and a stupid misinformed public allowed a junky spaghetti-coded site like Twitter to become so large that it has now moved past being just some ycombinator show pony.
The president of the United States uses the platform to tweet his thoughts on a daily basis.
It is no longer a "private company" but a public utility, and as such can not be trusted to "moderate" the views and opinions of its users.
And please don't bother me with your silly "at what size does a private company become a public space" hokum.

I'll try to make simple. Regardless of what our sick judiciary has enshrined as their precedent du jour, Twitter is a public space, just like the inside of a private mall, the Forum in ancient Rome, or the artificial cobblestones at the Grove.
Free speech means that people have a right to say things which you don't like, and by implication must regulate out of control, corporate SJW red guards "moderating" what people see and think.

A sad attempt at proving how adept you personally are at creating a complicating literary gray goo, from seemingly simple components.
Here is my attempt at appeasing your verbal terrorism:
1. Yes the LAPD should be forced to turn over all records. Unfortunately there is no system in place, in California to enforce such an order.
2. There need to be consequences for failure to quickly turn over records. Since there is no process in place to punish the LAPD, the federal government should step in, obtain the records and release them to the public. Also the LAPD leadership should be put in prison for failure to comply with civilian / judicial orders and laws.
3. No. An absence of data does not preclude forming theoretical conclusions based on observational data as well as human behavioral data which is universal.

In any event nobody is going to allow this, they have a proud history of covering up the crimes of powerful people, and nobody is going to allow that gravy train to end.
Just try to getting access to police records, filing a freedom of information request, filing a complaint against an officer, anything, just try it for yourself, and you will quickly realize the LAPD won't cooperate with any transparency legislation or judges ruling.
What needs to happen is that US government needs to step in, and take federal control of the police force.

The LAPD is a chronically corrupt police department. They didn't give a shit because the unfortunate dupe they shot was poor.
The LAPD continues selectively enforcing the laws for the rich entitled sociopaths who live there. They have been doing this FOR DECADES without punishment, and 1 judge is not going to change squat.

Nope! Google employees can't seem to work up that level of frothy civil disobedience when it comes helping the Chinese government shit all over its own people, because 'god' gave the Chinese different cultural rights which may or may not include imperialist western values like freedom of speech.

What are you talking about? I did not share any anecdotal stories? I only shared verifiable national news stories.
And no, Los Angeles County IS Los Angeles the city. It is a ridiculously large county. This is part of the reason for it being ungovernable and it's police force's lack of accountability.
There are some incorporated cities within Los Angeles county, such as Beverly Hills and West Hollywood, and they have a mix of their own services and some shared services, but these are the exceptions, not the rule.
