I think part of the problem being in IT is that the HR people that are doing the hiring don't screen for computer skills. I have been in IT for over 15 years and this has always been a problem.
Commercial software and any current OS is relatively simple to master if you take the time. Most people don't want to invest the time and expect they will be trained when they get to their "new job".
This compounded by the attaboy mentality of the new workforce means that most people aren't happy in their job. The days of competitive drive are being replaced by the "Everyone on the team deserves a trophy". I have found that if you don't reward people on a regular basis they feel neglected and complain about not being recognized. Whatever happened to the days of feeling good about your job because you put in an honest day's work and got paid for it?/div>
