  I'm confused. Why is that? And who would they pay the fee to? If the musicians are not part of a record company's stable and the musicians have released the music for free play what fees would there be?

  You got that right. There are a lot of excellent independent artists that would love the exposure. They just don't fit into the music producers' idea of what the public should want.
