It is no different than shutting down local auto shops for repairing cars with non-oem equipment. Chevy does not endorse some Asian company making alternators and selling them via NAPA, or Pep-Boys, but it is not illegal in any way shape or form... Yet.

Because of the lack of a "None of the Above" option. The only candidates running aren't worth anything. Many who are worthy don't want to run for office.

I bought my mother a caller ID box that has a whitelist. If the number's not on it the ring signal doesn't get through to the main phone. The answering machine will still answer after so many rings: I put that in front of the ID unit with it's ringer turned off.
Thank You for that link. When I was researching these the US Code section was 2210-2217. Obviously this got rewritten as these section don't seem to exist anymore.
Would a typical driver's insurance policy cover someone who is out delivering packages for a big company?
Excellent point. My auto insurance was modified years ago to specify no coverage if my vehicle was used commercially. I see broad interpretations in that language.
Do individual states have separate licensing requirements for drivers of delivery services and would those requirements apply to these one-off delivery arrangements?
Unless the vehicle(s) already require a commercial driver's license I have never heard of any licensing requirement for delivery services, other than the standard business license.
If you've ever seen a car or small truck that displayed a USDOT number: it means that company owns at least one vehicle that requires a commmercial driver's license. USDOT requires that number be displayed on all vehicles, including those that don't require CDL.

Every installer I've seen in my area is a contractor and NOT an employee of the cable co. I've seen several do both cable and dish installations. And yes, I've seen some "barely trained".
Make 'em public utilities
In my area the cable co had to get a charter from the city, just like a utility. The bad news is that neither the city nor the state regulates the rates they charge.
And the city won't grant multiple charters because the companies don't want to share the same cable/fiber/infrastructure, etc.

Another example are the online offerings by the UPJERS folks. All are free to play, though one may find it to their advantage to buy some of the bonus offerings. Registration required, but it's painless. (Techdirt's registration was more involved.) Supposedly over fifty million players so they might be considered an MMO. I don't think they have a city sim, but if you remember Rollercoaster Tycoon you might want to look at My Fantastic Park.

I've yet to encounter a form that I COULDN'T download from the IRS' own website. Then again, mine aren't that complicated.
Even if mine was complicated Intuit would be the last outfit I would turn to. I'd rather pay a local CPA than Intuit.
