Pirate software sites used to go on about zero-day warez -- pirated versions of material available on the day of its legitimate release. Ahead of the launch of the Xbox 360, Microsoft's giving the pirates something of a head start on some zero-day cracks by selling games a week before the console goes on sale. Perhaps the thinking is to try to generate some buzz for the console launch by getting people talking about the games, but what will that buzz be? Hype or Money?
Timeline:
Week 1. Games released, eager gamers purchase their favorite titles.
Week 2. Console released, eager gamers purchase a console and throw in a few more games that have piqued their interest in the meanwhile.
It's like getting new school clothes. The ones you buy at the beginning of the summer (and aren't allowed to wear until school starts in the fall) aren't nearly as cool as the ones you buy right before school starts!
Even looking at the box makes a game a little less exciting.

Seriously, I think it is just another reason to do a press release to help reinforce the perception that the 360 has a big line up of games ready to go at launch. Perception is reality right?
