Umm... Amanda Palmer lives a fantastic lifestyle, funded by her fans. To date, the only album she didn't make money on was WKAP, which she had a record deal from. Said record deal didn't even cover her costs from making the album.

Well, there is some grey area as to what the federal government can make laws about. So, in that grey area, they can both make laws and wait until some sucker violates one, and then take that to court. Or one of those entities can decide not to prosecute those kinds of cases.

If you can pay someone to make sure that no one removes something that can be a hazard, you should probably be paying them to safely remove the hazard.
So, yes, the job is a stupid, useless, waste of money, whereas health inspectors and police officers serve useful functions.
