He refused to look at me. He was driving on an interstate. He was driving on a back road. His car was too clean. It was too dirty. If there is a real suspicion, then arrest somebody. Investigate. Bring charges. If you cannot come up with evidence to do that, then your suspicions are unfounded. So why should that be worth $200k to the government?
