"some infringement"? No such state exists. Maybe you meant "possibility of infringement". But things either infringe or they don't or they might and it's up to a court to decide yea or nay.

I think he has a clue and knew exactly what he meant, but just didn't know the correct terminology. He either meant IP address or domain name by "website address" and meant the actual returned content by "website".
Though not knowing correct terminology makes it not unlikely that he is mistaken...
The entire tone of this article [The Register's] struck me as one-sided and biased. I don't have a dog in this fight in any way, but I was really struck by stuff like raising a problem, saying Google has Content ID to address that exact problem, and then saying how that isn't a solution because it's voluntary on Google's part, sans any evidence that Google has been abusive here.
I went to techdirt hoping to see a more balanced article on this issue, and there it was right at the top.
Err, that's not what he says. He says, if you have agreed to the contract and you want to use ContentID to monetize user-uploaded content, you have to include that content under the contract.

by declaring war on whistleblowers, the administration is almost guaranteeing that many fewer will use "official channels" to blow the whistle. That just makes them targets with the likelihood of getting no results. Instead, all this does is incentivize people to go the Chelsea Manning/Ed Snowden route of going directly to journalists to make sure the stories get out.
This contradicts Mr. Snowden's contention that he did try official channels first; did you mean that?
