Call me a nut, but I'd guess that Comcast has no system in place to measure every individual user's bandwidth. My guess is that they do have a system in place that tracks net use such as bittorrent, VOIP, and video streaming services. And those people who do such things "excessively" get clipped by Comcast.
To put it another way, Comcast uses this illusory "cap" merely as a means to get rid of users they no longer want to serve.
The wireless companies are lucky. The "own" their networks so they can limit any service they don't like. But ISPs such as Comcast are forced by tradition to carry everything the net has to offer, including services that directly compete with their services. This is just their attempt at leveling the playing field.
The whole thing is obviously being used to stifle free speech because the police department doesn't like it, not because there's any sort of reasonable copyright claim.

So what exactly is Mike's argument? Is he arguing that this town's actions are violating people's privacy rights? He's certainly not correct about that. You have limited privacy rights when you're in public and it's perfectly legal to take pictures of you and your car when you're in public.
But yet he apparently wants to retaliate against the town's Manager by photographing her in public. Which again is perfectly legal and in no way violates her privacy rights. Man, I'm just so damn confused! Why was this even posted?

I'll admit it's a little paranoid. I'm not sure why white communities with so little crime are so paranoid about crime.
But if Google can drive around taking everyone's public picture, I don't see how this is any worse.
Before anyone goes crazy about this law. The law only excludes internet use during the trial and during deliberations. It is not an outright ban on the net for jurors.
The labels have been trying to kill the small independent music stores for decades. I worked in a small chain of independents in the midwest in the 80s and 90s. About 1993 we noticed that Best Buy was selling CDs for less than we could buy them wholesale. Our manager called and tried to get a similar deal (we had nine stores throughout Michigan) and they laughed.
At that point we knew we were dead, which is ironic as none of us could have known about Napster coming about several years later. For those readers with brains who figured this out, yes.
The internet did not kill off the music store. The labels did.

And that's exactly the type of harm class action suits are designed for. A whole class of people who were screwed a little bit.
