If "linking" to the content makes you liable, and 5 sites link to it, then google will have links to those sites and we can sue google for all the money in the world!
That's the scary part. They will try to get the "internet+TV package" approved as the ONLY service they sell...then try to make it illegal to NOT subscribe.
This will get really ugly before it finally resolves. Hopefully, we lose 500 channels of reality TV in the process...
Personally, I watch far more independent and BBC productions than American ones...on Amazon Prime Streaming...
And defense lawyers in 49 other states are lining up to see if they can get in on this... if just one worker in each drug lab in each state was faking results... how many false convictions will that be? How many records to be expunged? How many lives to be made whole? How many Billions will this cost before it is all over?

This is what you get when you buy security devices from the lowest bidder. They knew they didn't need to actually spend the money on real chip cards - just print it on, and PROFIT.
So we are having to pass a law - not for citizens to follow - but for our own government agencies to follow which basically requires them to follow the law of the land and adhere to the constitution which they had to swear to uphold when they were hired into their government positions?
So this new law says you have to follow the old law?
And who/how/when will this new law be enforced? If you fail to follow this law, haven't you already violated the first one?
Why can't we just sue all the CBP agents under CFAA? They have certainly been accessing computers and other electronics without proper authorization..

150 years ago, people went to the park to listen to the band playing in the band shell or gazebo.
Early 1900's nightclubs were the rage - people went out to listen to the band and the singers. Music in the park died out.
Radio came along - and families huddled down to listen to the big bands - or Orson Welles scaring the country half to death.
TV came along - and families moved from Radio to TV and watched one of the 3 choices during family viewing hour. And Radio's heyday slowly ended.
Cable came along to offer way more channels - and broadcast TV slowly fell into irrelevance. But it was still "watch our show at 8PM on Tuesday".
Digital arrived. Streaming is growing. We're no longer "tied down" or forced to watch only when the controllers want us to sit down and watch. We can choose what to watch, when, where, and on what device. We're not tied to the radio in the corner, the tv in the living room, and most importantly - not tied to anybodies clock but our own.
The world has changed again. Get with the NEW program. (pun intended)
No amount of kicking, screaming, stomping feet, suing customers, or passing stupid laws will stop this change. It will delay the inevitable - but not for long.

I was Born and Raised here to US Citizens. My father fought in WWII, Korea, and China.
I still travel with a burner phone and laptop. I will NOT risk my real phone or computer at any border. All my files are on MY server running in MY home. Nothing in the cloud. I carry a secure USB stick with the Bill of Rights and Constitution as the only files on it. Just to piss 'em off when they ask for it to be unlocked.
And here I thought American Servicemen fought against "Papers Please" countries. Now we are one.

Let's explain it to him in his terms.
It would be more like a 10-mile long bridge, built by one shipping company - the bridge is perfectly level, smooth, and 6-lanes wide, arranged in 3 pairs for travel in each direction. The first 2 lanes are restricted to the company that built the bridge and their vehicles are allowed to do 100 MPH across the bridge.
All other shipping companies must use the next 2 lanes. However, there is a $10 toll to enter the bridge where the driver must turn his truck off, place it in neutral, get out, and push it the 10 miles across the bridge. At the other end is another $10 toll.
