You are reading it wrong, you think that they are going to be intellectually honest.
They have already written what the reports are supposed to find, that copyright infringing violates "industry norms", and does "significant harm". It's like when the UN ordered Sweden to do an analysis of our anti-sex-buying-law, and they ordered the investigator to see if they needed to up the punishment, and nothing else.
And in regards to HADOPI; they aren't supposed to investigate what damage, if any, this sort of infringement does. They already know the answer to that (hint: it's "whatever the industry tells us"), they are going to investigate how best to crush it.
Why do they put the bomb range so close to where people live? It didn't sound like it was just some random house, but actually a fullblown town that they hit.
Perhaps the "MAFIAA" can do something right for a change. Wouldn't it be just the most awesome irony if they used their surprisingly huge lobbying powers to fix the patent-system?
Every time the military "angle" is brought up I keep wondering why the military doesn't point out that they don't really have that big a problem with accidentally buying counterfeit hardware online? Assuming of course that they don't. Please tell me they don't. Oh, the horror.

Well, that's before they have recouped all the real and all the imaginary expenses of course. Afterwards it's usually a negative number, as it should be. Can't let those crazy artsy types have to much money, can we!? Think of the children!
On the other hand, the US have a pretty awesome constitution, that could be used to battle such things. Or at least that's what I tell myself late at night.
According to that logic they should shut down banks, given that they get robbed on occasion, and blame the robbers for people not being able to use the banks. Or in other words; a just society doesn't punish people for what others do.

Or rather, they did ask that question a couple of decades ago, and someone said that they had to crush piracy, and no one has asked the question since.
Here in Sweden, you get a handheld device that you use to scan the barcodes. If it's something where you choose how much you want to buy, i.e. fruit, you weigh it at a scale, and then you get a barcode for that item.

So, why not let someone else take that risk? Someone like, say, iTunes?
All your comparisons assumes that selling DRM-free digital copies is going to DECREASE sales, when in fact it would most likely do the opposite.
Or in other words; how can you make more money by NOT selling your product at all?
(The product in this case being an actually usable digital copy of the movie)
