The problem is that you can "leak" classified documents," get viri(?) and lose information. Have you ever searched for documents on p2p? I have seen bank statements(with account number) and other things best kept off the interwebs. What makes you think your fellow gov't employees are any smarter than the rest of the country?

i agree with you up to the last sentence. The web isn't "open" i, for one, can't use netflix streaming. Why? is it because I live out side of the US? nope. It is simply because the OS my browser sits on is Linux-based, not Windows or OSX. The web may be more open than native apps, but it is NOT an open platform.
it is a side effect of the large amount of land our nation has/had. We have always held the loner on the western trail above the people in a settled community. It causes people to think that politics is "someone else's problem."
of course that just makes the problem even worse.
