Capcom probably has the common insane belief that customers don't own what they buy they are just renting access to the games and capcom deserves the right to deny that access any time they choose for no reason at all.

why only non citizens why not make it equally stupid and make it apply to all, save of course those that are currently as above the laws to the detriment of society.
It has already been ruled police don't have to know the laws they enforce at the point of brutality. Why on earth would they want to learn something that will just get in their way of absolute authority over everyone.
