I'm basically a Libertarian, but I have to admit that there are a lot of regulations that have had the desired affect. Pollution controls and emission reductions have undeniably reduced pollution in the US. No one thinks a thing about fining companies for importing toys from China with lead paint. I think this should be exactly the same kind of thing. You sell a product that "pollutes" the internet, you should be fined. We just need the folks like Bruce to lay out clear definitions of what kinds of vulnerabilities we should punish companies for.
I believe that we are more opinionated than we used to be. While there always have been strongly held positions/beliefs, there was also a whole spectrum of issues that you could discuss, and there was room for back and forth, give and take. Doesn't feel like that anymore. Everything is already decided in folks' minds, set in stone, immutable.
Until there is uncertainty, you can't even have a discussion. All you have are arguments, which no one ever wins, and no one ever moves. Really, at this point, discussion is pointless, because everything is either "echo-chamber" reinforcement, or lies/distortions.

Fairly sure that the map of West Virginia hasn't changed significantly. Therefore Frontier KNEW OR SHOULD HAVE KNOWN what they were getting into. If they cannot estimate what a job will cost accurately, they didn't do their due diligence, and shame on them. It's not the people in WV's fault that Frontier can't put together a proper estimate.
Perhaps WV should think about recovering their expenses by "nationalizing" Frontier there.
