File sharing does NOT hurt the bands. The Grateful Dead realized this when they encouraged people to record their concerts and continue to encourage people to share their music online. Plenty of other artists have realized this as well - including many of the biggest ones.
File sharing is free advertizing. The ones who don't buy the songs are the ones who never would have anyways.
Copyright protection, on the other hand DOES hurt bands - especially the ones who start off. More than 90% of the copyrights held by various record companies are bought to KEEP them off the airwaves so they can cash in on the big names who are making them profits.
Copyright is in its essence a government supported monopoly of creative works to serve the recording industry at the expense of everyone else.

Community Watch works because it keeps a neighborhood safer. Everyone in the community has a stake in seeing it succeed. No one is threatened by copyright infringement except the recording industry.
Oh, and I'm not sure if cash for reports goes very far in line with the precepts of communist china...

This is NOT an effort to create a third party, It is simply an effort to acknowledge that the two parties are really just two faces of one party, unify them and save us the worry of having to pick in an election - we simply elect the "bipartizan" candidate.
The precedent is already there. If I'm already going to be stuck with patent monopolies on stuff that I WANT to see competing on a free market, why shouldn't I enjoy it when a patent restricts something I DON'T want?

Also, if you grant a monopoly to one person, they don't have to compete against others to maintain their profitibility. In this case, that means whoever has this patent doesn't have to try very hard (read 'send LOTS of spam') to be competitive. Again, less spam for me! How's THAT for a 'societal benefit'?
If someone else has patented their business model of "spam everyone until they sign up", then they can't keep using it, right? If they have to stop spamming me, I'm happy!
Now, if someone would just patent online drug spam, mortgage spam and a couple of others, I'll no longer need a spam filter!
The problem with a simplified tax code is that it makes it easier for the government to take your money and harder for you to keep it. I want LESS taxes - not "fair" ones.
This would have helped H&R Block too - If you don't owe as much, you can't underpay as much.
Of course this would have to go for the states as well. It was the state returns that messed up H&R Block.
