Industry already has regulations in place. Anybody can peruse the standards should they wish. Problem is, until the government controls everything through their ever expanding bureaucracy we will never see the end of the FUD.

No! The labels are all about the artists...scam artists, that is.
Poor management of accounting is part of the labels business model. Hell! Maybe all the "losses to piracy" were actually forgotten in some file...just sitting there all along because it was under the executives blow satchel.

We interfere with that experience by introducing frustration to the mix. Whether it’s the site owner frustrated at the amount of time he/she spends on removing content or the frustration the downloader feels at not being able to find free content, frustration is a very valuable tool to use in combating piracy, and we excel at that.
This sounds like the content industry's business model to a tee. The content they provide aka. "legal" are pure frustration for end users who have already paid! Frustrated by window releases, region locks, forced commercials, drm locks, lack of device portability, etc. Until the legacy buffoons make their services less of a frustration than pirate sites they will not gain ground over piracy.

The more attractive people they send through (multiple times) the better chance that an anomaly or "random" flag will lead to a secondary search. I wouldn't think Senator Rand Paul much of a hunk to get additional screening, though.

In my understanding, Congress usually enacts laws in response to some perceived problem. In this case, the problem is all theoretical/hypothetical without any substantial evidence that this is a problem worth handing more control over private companies to the government. Isn't the fact that there is no evidence for the need of a new law make the point.
