People are not prisoners to be cavorted around from country to country as each seeks to press charges for the individual. Otherwise it's entirely possible someone could spend their entire life being ferreted to different countries on different charges for something whether proven or not. It also makes it impossible to mount a legal defense in any of them.
Really, one citizen is expected to be able to hire lawyers in every single country that he's charged? good luck with that.
