Actually..you can easily attach them to a server in a locked server room but lets go with "lets buy a datacenter" I can buy 2 server racks full of HP blade servers with well over 300 terbytes in storage for under $100k. Thats a bunch of servers, if all you want is storage, you go with a NAS and spend under $10k for 400+ Terabytes. Now if for some reason you are foolish enough to buy into the IBM data centers, THAT will cost you and knowing the government that is most likely what they did.
You are just trolling, or it could be you have no clue what you are talking about. Most likely the reason most of those computers were donated was because something was wrong and the people opted to get a newer computer. To re-install you need the original disks as the keys on the sides will most likely not work without them. Even if they did have windows XP, it was most likely the Home version and not useful in a networked situation. If you leave the computers alone, assuming they are running to begin with, you are looking at inheriting viruses, malware, personal file and "pictures".

I attempted to go to college twice. Its far too expensive and the stuff they were teaching me, I already knew. I can't justify to myself spending large sums of cash to be either taught something I already know (and sometimes knew better than the professor) or classes where someone teaches me how they THINK something should work when they have never put it to practice. It wastes my time and my money.
I will only see 3D in the theaters because its more for the epic feel of a movie. If I am watching at home, I am happy to watch it without 3D. Considering the prices of these TVs, I am definitely happier this way.
WoT (World of Tanks) Money gets you gold, gold gets you magical oneshot ammo. You just need to be close to hitting the target, the target can be 5 tiers above you and you can one shot them. You can even shoot through buildings. Luckily most of the people who play hate golden ammo and feel its a waste of money as it costs a good deal. A full reload of ammo for my SPG would run me $10 and that would be every match. For that same money I can buy better things that do more and adds to my game play and enjoyment than I could with just a few not so free kills.

This is actually common though I have not heard of a state investing in a single IPO like that. When I worked for the State of VT they had an entire group of people that would invest in banks for a single 24hour period and work with people to get the best return for that 24 hour period.
Having formery worked in IT in the government, I am willing to bet its because there are gaping holes in IE 6 and to patch them now is to upgrade to IE8/9 and well, that would mean they would need to upgrade their internal websites and thats just crazy talk.
