Well, for one thing the fact that the UK's 3G and 4G networks all stuffed full of Huawei gear, and there's no requirement to remove this.
So as this is going to balls up the planned 5G rollout, we'll actually see a higher proportion of traffic through existing Hauwei infrastructure as everyone stays on 4G for longer.
There's been moves to look at a 'balanced scorecard' approach to plc management in Europe for a while but it never gets anywhere. Probably for a couple of reasons, one being the inertia of a governance system that has developed under the old model and can't really see an alternative, another being a fear that doing this unilaterally will make you vulnerable to those who haven't.
As a non-american, the fact that you have to pay $225 to formally complain about one of the most disliked industries in the country just shows how far regulatory capture has gone. If the UK's Ofcom (a similar regulator) tried to introduce that they'd be given a thorough kicking by all parties.

Hi Paul, let's apply the same standards we do elsewhere. Just because he torrented the content doesn't mean it was illegal. Likely yes, but not definitely. It could have been a legitimately loaded trailer, a clip from a commentary or critique programme etc etc etc. There are, as we regularly say on here, plenty of non-infringing uses of torrents and plenty of fair use cases. The hypocrisy challenge I obviously have no issue with. :)

Looking at the four factor test, it's arguably transformative (it's a sizzle reel not a movie), it's already published work, it's snippets, and it's certainly not depriving the original of any potential income.
