Clarification: if they're pursuing a suspect or approaching a crime scene "stealthily" they may decide not to turn their sirens and lights on (I think they have a special kind of lights for that on the rear?), but that doesn't mean they get a free pass at every intersection or red light for the lulz.
It would only be "legal" (meaning, authorized) if they were responding to code wossnumber call or whatever. Not if they're late and the donut shop is about to close.
Since the "building plans" weren't used by any of the other "house designers", but they came up with their own, based also on the older design, your comment is completely irrelevant.

Then there's the point that a lot of chinese martial art styles are named after actual animals. In fact, the same animals of the movie, so it's not terribly difficult to come up with the idea that a real animal should play the part of a martial artist that specialises in each of these styles.
I think I sorta get the message in that feverish nonsense story by that Telander guy. I mean, there are two ways that computers can be smarter than us: if they become really really smart, or if we get tons of brain injury until we're at the level of pocket calculators. And not the kind that do divisions and logarithms.
