Regardless of its location, a public government meeting is open to anyone and everyone. As such, filming and photography should be allowed unless it is somehow endangering someone or causing some set of circumstances that disrupts the meeting. Now, I will gladly admit that the arrest disrupted the meeting, but the photography and filming certainly did not.

And don't start how that's only a small part of what the second amendment says, I'm fully aware of the entire text, just as I am aware of the recent SCOTUS ruling that said the right to keep and bear arms is an individual right.
And regardless, since the images are used to illustrate what is being advertised and are, in fact, representations of the items being sold, they can legally be used in this manner.
Well, let's see. I live in a small town. One library. I also attend college in a nearby town which has a college library and a couple of public libraries. Let's not forget that the library in my town also belongs to a network of libraries that share their books across most of north western Wisconsin, so I really have access to many more books than you might think. Somehow, despite this access, and my kids, still buy books. I just read about 8 or 9 library books in a series I stumbled across, yet I also own several of those books. Now, how could that be??? Should have been lost sales right?

You misunderstand. The governments aren't being tricked into this, they are doing it willingly and knowingly. They are simple following orders from the special interests that fill their pockets and campaign coffers. Their idea of representing means representing those who pay them. Who cares about the little people they are supposed to be representing when RIAA and MPAA will give them tons of money?
