There is a difference between 'not giving up after a failed attempt' and trying to keep on pushing in a law with trickery that the people have said they do not want.

That is basically what it amounts to. If they cannot get the law passed in the regular manner, they will just ignore the unfavorable rulings in courts and try to do it through the 'back door'.

Not much, however, because people still watch their stuff using DVR's and it's still a pain in the ass to skip through the commercials, because you can never seem to stop EXACTLY when the show in question starts up again.
Good point with the "Employing future employees of the industry they are regulating!" Personally, I want a law that says if you are involved in regulation of an industry, after you LEAVE that regulatory position, you are banned from working in that industry for 20 years or having any stock in companies in that industry.

The problem is that it didn't have an easy way to update it while banning changing some portions of it (such as the Bill of Rights) to take into account the exponential increase in technology.
