Maybe it happened like in that Dr. McNinja storyline, where he takes the motorcycle after the previous owner wrecks it in front of his office and is killed. So he assumed a lack of ownership without checking through the proper sources to verify that assumption.

FYI: there's no such thing as a snuff movie. They don't exist. Seriously. It's one of those weird, interesting phenomena, where the whole world pretty much imagined a situation that's actually worse than reality.
In the entire history of film, there has never, ever been a murder intentionally caught on tape for the purposes of selling it as pornography. I know! You'd think 'there's gotta be at least one.' Right? But it's really never happened. Interesting, huh?

Well, whether it defeats the system appears to be entirely dependent on how clever the supervisor or tech guy is at a given company. Since it sounds like this system is defined by the administrator, not by canon.
