It's really more like someone saying "That house over there, they do strange stuff" - and then assuming that they should 'know' it's a crack house. (Who knows, maybe it's full of black kids in hoodies carrying Skittles?)
Even if the person says "I think it may be a crack house" doesn't make knowing about it, believing about it or telling about it illegal. Even if it /is/ a crack house, people might have legit reasons to visit it (maybe it's a social worker, or a friend of a family member). So stop assuming that actual illegality = civil infringement = everyone in the general vicinity committing a crime.
What if someone asks to go to that address? If you 'know' it's a crack house, do you have to tell them? If you don't know, are you magically supposed to know?

Mike *is* supportive of copyright in many posts. He just isn't supportive of a) how copyright is just now, and b) how copyright is regularly abused by the content crybabies. Just because he doesn't suck up to your maximalist position doesn't mean he doesn't share some of the same basic values as you, such as (hopefully) an artist being paid a fair wage for their work.
And in the meantime it's perfectly acceptable for them to suffer loss of business, earnings or reputation on the say-so of someone who could all too easily?

If all that is triggered by this process is an investigation of those sites, but they are allowed to continue as is, then great. If they are taken down in the interim, espcially if it is over the actions of third parties, then no, that's not good. And we have yet to see a law of this sort that isn't abused by the content crybabies. They'll find some loophole to use to persecute those sites they don't like and keep pounding until they think they've got their way. Then they'll ramp things up more, or buy some more laws.
Another option would be some sort of minimum period for changing terms, or minimum period before terms become enforced, to allow you not to get trapped like this.
I would far rather remove from the government the massive amount of tax 'dollars' spent on needless wars and banker-ego-massaging than the small amount lost to not enforcing this stuff.
I don't think you'll get far postulating tht because they do one thing badly (or not at all) that you shouldn't have to pay taxes. Since I doubt we're going to get an 'opt out' system for tax elements, I would recommend lobby your Members of Parliament/Congress or whatever to get the judiciary to do its duty properly.
Since you are including all of J.R.R Tolkien's works inside that bracket, and excluding Harry Potter, I have to wonder if you are under 25 or just without taste?
